thats great i would like to see martinsville look better but why are getting grants for this while we can not maintain our water department and are looking at having to sell it becouse our great city cant run it

I don't think this grant came as a result of City of Martinsville (government) initiative. Private citizens and groups have spearheaded this and provided matching money. There are pots of money for specific things like this, whereby state and federal funds, which would be appropriate for a water department project may or may not be available. The city has a full-time (I think) grant writer who should be looking for that kind of money.
