The township assessors all used the same state mandated uniform computer program and standardized forms. The same forms and data management systems were also use by the county assessors and their staffs. Functionally it was just a matter of transferring some necessary employees and statutory responsibilities to the county assessor. You generally only eliminated one elected official per township. The trustees have a much broader and complex set of responsibilities and functions. The elimination of the trustees would require that new agencies of county or state government to be created to handle their duties. It is much easier legislatively to change a system when there is already an existing officer or agency that performs the same function to transfer the responsibilities to. Simple change vs. complex change.

All I can say is, GOOD GRIEF!! The report upon which the Governor's porposal was made was a bi-partisan and carefully thought-out study. Governor Daniels has jumped out and proposed what needs to be done. GET IT DONE!
