I believe it is poor public policy to have an employee of a governmental unit as a member of the governing body. It is a conflict of interest that, even with the best of intentions, is problemmatic. It is not good enough to abstain from decisions on the fire department and concentrate on "other areas." For example, the conflict of interest should preclude Bob from voting on any part of the budget. Votes on the individual budgets of other city departments very well could have an effect on the budget decisions for the fire department. Members of the City Council should have no dog in the fight. |
