So by the city owning property in Shireman (taxpayers) this should allow for residents in the city rights to the lake? Also by them taking over the damn means, this is no longer a city street and becomes "private property"?

The lake and common lots will become the private property of the conservancy district. The city will not be paying any of the assessments (dues) to the CD; thus, it will not have rights to lake and other areas. It will be as it was when the development was originally started.
