What you are dealing with is a plain an simple muttonhead that hasn't quite figured out that it takes more than 3% percent of the vote to win. So in lieu of accepting defeat and returning to the paper route quitely, he is going to criticize the town, the mayor and all who question him here. He enjoys his quiet time at his computer while relaxing in his one piece Star Trek pajamas and bad mouthing everything that takes place in our community. He has no real knowledge of how city government runs other than what he catches at a few meetings and copies off the internet.
