It seems Barry Brown is always the appointed special prosecutor in all cases against relatives of judges, prosecutors, etc. and the outcome is always favorable with no action taken or with much less penalty.

Since Barry Brown has done so many “special prosecutor” cases in Morgan County how can he be justified as independent and neutral?

Peasant, I don't think anyone has ever claimed Brown was independant and neutral. In fact, I believe that it's well known that he is either completely incompetent, or heavily aligned with the powers that be. Regardless, he can't make duct tape stick with a nailgun.
