Look,

I am in the Army...OK.
Every year, There are always 8 or 9 Specialists (E4's) Applying for 2 or 3 slots, trying to Get their Sgt Stripes(E5's), and periodically throughout the year one slot comes open when a current E5 transfers to another unit.

Do you honestly think that our 1st Sgt gives a rats hind end whos feelings got hurt??? No! And do you honestly think that every other E4 in the unit is going to hate that guy (their buddy who has watched their back through the good and bad)? No!.. The rest of the E4's are gonna be happy for him, congradulate him and hope that he does well as E5 because if the 1st Sgt Mucked Up, and he's not the best man for the job, he's gonna be replaced by an E4 who can handle the job... And, all the E4's know this.. Also, all the E4's are gonna try to help him best as possible because they realize that this is the same guy who is their squad leader now.
If you have thin skinned individuals and insubordinates around you, you are best to shun them in the first place!

This isn't high school election where we are voting for student council and prom queen. These are the individuals making decisions on behalf of the residence and for the betterment of the city.

And, as far as no pay for the position goes...

I think most of the positions should be this way.

Then, maybe we would get some people in there who are actually concerned about what happens rather than someone who is there for the pay check.

As far as this "secret ballot" goes, there's one thing people are forgeting. Yes, Deckard did wrong, but so did the council. With the possible exception of Price and Stradar because they are new and don't understand yet how things are supposed to work, every council member is as guilty of violating this law as Deckard.

Now all you have to do is make sure that jobs which are contracted through the city are not the buddies of the new president.
