a better solution might be to ease up on prosecution of natural pot so hoosiers can grow some high grade herb and keep the money here. its clear that drug abuse destroys lives but im guessing that vigorous drug prosecution destroys twice that amount. the kids are buying spice because commercial pot is all mexican ditchweed. it wont get you high..
prohibition has about destroyed this country . for 30 years i have watched billions upon billions of untaxed dollars go to mexico for pot products. its money that could have stayed here and recirculated. legislators wouldnt listen to my warnings cause they enjoyed the revenue that law enforcement was bringing in. all it has resulted in is destroyed lives, a bloated law enforcement and prison system, and brutal cartel crime. im an old cat now and have about outgrown pot but its never too late to say " i told you so " .

Here's a thought, LEGALIZE HEMP AND MARIJUANA!!! Neither kill individuals the way alcohol or cigarettes do. Nor has it been proven to be as addictive. Hemp has many useful properties. It's self maintaining, needs no fertilization, leaves no harmful footprint and would add to our pollution cleansing and oxygen supply. Also a great abundance would be naturally supplied. As far as the marijuana, legalize, tax, package and distribute like cigarettes. It's a win-win situation. GOD BLESS AMERICA! That is all.
