This must be the first board in U.S. history that on the same night they became a board they also imposed a tax on everyone under their domain. Did any of these actors forget their lines to the script? Who didn't know this was coming.
By the way could anyone tell us what are the qualifications of these board members? Do the have a lot of experience designing surface water drainage systems or are they just dependable pawns.

Mark that is exactly what I was thinking. Where's the experience to make these decisions. Since Umbaugh was called in to project costs, its obvious no one sits on the panel with any the actual industry expertise. Also where have the "leaders" been while the infrastructure has been declining. Who's been minding the cookie jar for those expenses? It sounds like as long as the state kept paying no one monitored any portion of the dollars being spent or asked questions about sustainability / cost or cared about maintenance/replacement of the system. But I'm sure now that the good 'ol boy club has moved in there will be progress..right Gary?

YOUR leaders were busy making sure you didn't pay any increases so they could keep you happy not paying for any improvements in this town. Now, it's do or die and this town will probably chose to die. Are there really this many complainers and naysayers in one area? Maybe we could hold a world's fair of negative, nit picking, know it all, do nothings and charge a fee? Then we could fix some storm drains?

No qualifications required. Look at our president, What are his quals? However, relative to other cities, the residents of Martinsville have been paying half in terms of water and sewer. The system is old, and every Boss Hog that has been elected here did not want to raise taxes gradually to maintain the system. Now that is has been mismanaged for year after year, it is collapsing. Decades of neglect by the incompetent politicians. Now the chickens are coming home to roost.

Mark, did you read the article? Or did you just jump to conclusions? The report clearly states that the City Council must approve this.
